Adaptive NR Wont apply

I am having a problem with adaptive nr not applying to some clips I am working on. I can hear the changes the effect makes when previewing it, but after clicking apply it doest alter the file. I have also tried doing it through the effects rack, but after hitting the apply button, it vanishes from the rack.
