Normalizing

Hi,

I'm working on a multitrack session in which I add instrumental elements as the song goes on but the elements make the levels get small at the beginning and really big at the end.  I tried normalizing the instrumental track and it doesn't do much of anything.  Is there an easier way to get a mixdown of the track to have levels the same from beginning to end?
